Milford Borough Council Special Meeting Draft Minutes 6/24/20

MILFORD BOROUGH COUNCIL SPECIAL MEETING

 

ON WEDNESDAY, JUNE 24, 2020, THE MILFORD BOROUGH COUNCIL HELD A SPECIAL MEETING TO ADDRESS GARAGE/YARD SALES AS WELL AS EXPANDING OUTDOOR LIQUOR SERVICE, DURING “GREEN” PHASE OF STATE COVID-19 RESTRICTIONS.

These minutes are being prepared and posted in accordance with HB 1564, requiring that draft minutes be posted on the municipalities’ website within 48 hours of the meeting.  THESE ARE ONLY “DRAFT” MINUTES, AND HAVE NOT YET BEEN REVIEWED OR ADOPTED BY THE BOROUGH COUNCIL.

 

THE MEETING WAS HELD VIA ZOOM, AND PRESENT ON THE CALL WERE PRESIDENT FRANK TARQUINIO, VICE PRESIDENT ADRIANE WENDELL, COUNCIL MEMBERS JOE DOOLEY, PETE COONEY, ROB CIERVO, KATRINA FOSTER AND LUKE TURANO, SOLICITOR MAGNOTTA, TREASURER GREG MYER, AND SECRETARY PAMELA AHLSTRAND.  MAYOR STRUB WAS NOT PRESENT.  MEETING LOGIN WAS POSTED ON THE BOROUGH WEBSITE, AND THERE WERE MEMBERS OF THE PUBLIC PRESENT.

PRESIDENT TARQUINIO CALLED THE MEETING TO ORDER AT 6:00 PM.

Opened with the Pledge of Allegiance.

President Tarquinio asked for Public Comment on Agenda items.  None made.

Items for consideration:

  1. Motion to allow yard sales again according to provisions in the Borough Code- BY MOTION OF DOOLEY/TURANO, COUNCIL UNANIMOUSLY VOTED TO ALLOW RESIDENTS TO CONDUCT YARD SALES IN ACCORDANCE WITH THE PROVISIONS OF 158-3 OF THE BOROUGH CODE, INCLUDING ALLOWING GARAGE SALES DURING 4TH OF JULY WEEKEND WITHOUT A PERMIT.
  2. Motion to allow tables and restaurant service on Borough verges/sidewalks while maintaining safe passage for pedestrians; also providing a letter from the Borough to Pennsylvania Liquor Control Board giving our permission so that alcohol may be served at these tables. Some discussion by Council with regard to conditions, comment from Jon Kameen (public) about PennDot ROW’s.  BY MOTION OF TURANO/DOOLEY, COUNCIL VOTED TO ALLOW SERVICE OF ALCOHOL BY ESTABLISHMENTS, EXPANDING THE DIAGRAMED AREA OF THEIR BUSINESSES, PROVIDED THAT (1) CDC GUIDELINES ARE FOLLOWED; (2) COI NAMING BOROUGH AS ADDITIONAL INSURED IS PROVIDED; (3) NO TABLES ARE PLACED IN PENNDOT ROW; (4) THE LOCATION OF THE ADDITIONAL TABLES/SEATING IS CONTIGUOUS TO THE BUSINESS.

Additional discussions by Council – Turano asked about “Regular” cleaning of playground equipment as per CDC Guidelines- Daily?  How often?  Noted that benches, tables, and other wooden services do not need to be sanitized.  Suggested that daily cleaning can be done once additional summer employee starts; up to discretion of Paul C, Street Dept, until then.

Question from Jon Kameen (Mott St., Resident) about County’s promise to repair Mott St after completion of Bridge project.  Tarquinio agreed that Council would send letter to the County about repairing the street.

Question from Fred Weber (Resident) about CDC “regulations” with regard to food prep- are they too restrictive so that businesses are unable to operate?  VP Wendell said they are guidelines, discouraging buffets, encourage using individual packaging of condiments, etc. But they are for the protection of patrons as well as business owners.
